Is he or not a member of the Wu-Tang Clan? Legend Of The Wu-Tang: Wu-Tang Clan's Greatest Hits album says yes.

This elite group of thinkers arose in the early 1890s to challenge the authority of the various secret societies ruling the world, including the Illuminati, the Freemasons, Newscorp and democracy. The Clan pledged to the free the world from impending doom and usher in a brave new era in which everyone will be stoned, wear their own clothing line and talk in incomprehensible babble. They also wrote a remote access tool called WU-FTPD. Originally named The Clan of the Cave Bear, the elite ninja clan posses great magical powers. They are so powerful indeed that they are the only clan to have ever battled Clinjas and survived to tell about it, which they do in their best selling book, Dianetics.

Grandmaster Flash showed the people of Earth the math of the 26th dimension which proved that all Rap was meaningless, but was still necessary. Knowing this the people of earth gathered together the most mythical of all the mythic martial artists for a special competition. The winners of this competition were chosen to form the Wu Tang Clan. The Clan, along with all the people of the earth, built the 36 chambers to contain the truth of the Grandmaster Flash's mathematics, all 26 dimensions plus room for 10 extra dimensions.

sorry now...even a 'light-listener' of wu-tang clan would be able to tell you that. Cap has always been 'that dudes' brother...which is why people thought he was the 10th member

I'd put him in the 2nd ring of wu-tang. But there are a lot of wu-affiliated rappers around, but the only ones I ever really tried to listen to were KIllarmy.
