At first, photoshop will look like the most confusing thing ever. What I did was follow a bunch of step by step tutorials, and when I say a bunch, I mean alot... After you do that, you kind of get used to where all the filters, buttons, etc are. And you can start doing your own work, start simple, but you will eventually be good at it, trust me. Just follow a bunch of tuts.
Here is a good step by step tutorial place.

Ok, you just recently "purchased" it? Alright then, you're in business. Set aside the shiney round thing that came in the box and locate the somewhat heavy paper thing bound in heavier paper with the pretty picture on the cover, that's called a book, it came with your "purchased" copy of Photoshop. Open that "book" and begin reading, everything you need to know to get started is located inside those magic pages.

And if you can afford it, consider a membership in the NAPP. (National Association of Photoshop Professionals). I've been a member since 1995, great resource.

Attending courses and seminars can be very expensive but if one comes to your area that's covering topics you can use, go for it. I've made contacts at those things that netted me hefty sums of money and one got me a showing at Silicon Gallery.

Doesn't photo shop has a help tab? That has it's own little search button under the help section? Most programs like this should.

Look,
All the help sites and tabs, ect. Are all good and fine, but just digging in and learning where everything is, and learning how to use it is the only way you'll ever learn any new software.
