Hooking Phone Line to PC for pranks?

I am VERY new here so sorry if this has been talked about a lot.

Is there away to use your phone cord hooked to the PC to make the calls easyer? Dail up a number on a program and use the soundboard to prank the people. Ever thing over the PC, even saving the call?
