Ok so I've seen this vid before and know most of the story. Yes, those tires were from a semi truck and were very heavy as you could tell (rim, 2 tires, and everything else). This occured in a foreign country, as you can probably tell from the car. He only broke his leg, which is why he couldn't get up, and since it happened in a foreign country, it is very unlikely he'll get much of a settlement if he tries to sue.

Unless gas pumps work differently in Europe, don't you have to pay for gas before they start pumping it?!

Ha! Ghetto? Not hardly, it's pretty civilized around here ;) I live in Oregon, everything about gas is f'ing backwards here. We aren't allowed to pump our own gas, plus we have crazy gas taxes, so our gas is usually in the top 5-10 states in the nation cost-wise. Maybe it's different in different states, I've never seen a gas station where you could pump first/pay later on the entire west coast.

Were the tires still spinning for a little while after they hit him??? Either way he most likely broke/shattered both his legs and maybe even a back injury. Those tires are heavy as hell especially when mounted on a duel hub like that one. He is actually lucky to be alive.
I saw something not too long ago on the news how this guy was getting gas while his family waited in the car and all of a sudden a car hits the pump from the other side. The guy jumped out of the way just at the right time, and then the pump burst into flames. He and his wife got their kids out in time and they didn't get hurt at all.
That's why I'm always looking around when I am at a gas station.
I remember about 10/15 years ago in the bay area you could pump before paying, but I haven't seen a gas station like that in a long time now. Well, in Alaska I think you can pump before pay still.

It's that way everywhere in the UK. You pull up, fill your tank and then pay.
I'm fairly sure it's the same in most of Europe.

Where I live, we got the best of both worlds. You can pay with debit at the pump before you start pumping the gas or you can even pay inside after your done!
As far as the video goes....I thought it was more interesting that the person working at the place seemed more worried about loosing fuel on the ground then the guy leaning against the car on the ground. She just put the hose back in the pump and ran off!

That was indeed a dual tire rig from a heavy truck. You can tell by the size of it compared to the car.
It was a european video; you can tell by the elongated license plate on the car, which is a popular design in Europe.
And yes, a runaway truck tire (especially dual) has enough force to do exactly what it did. I've seen runaway CAR tires CRUSH garbage cans and go right through wooden fences (and keep going) like they weren't even there. They're dangerous things! That guy is lucky to be alive.
If that happened in the states, it would result in a sweet lawsuit.

Anyway, the way you can tell that the tire was fucking heavy and had to have done some damage was look at the car when it hits him, it starts rocking back and forth like a fucking 400Lb man leaned against it.

Why is that? Europe is not unfamiliar with tort law. Besides, even if it did happen in the US he would most likely only be entitled to what he actually lost...i.e. medical bills, wages etc. Most people wrongly assume that the law likes to enrich people when they suffer an injury...totally incorrect. Punitive damages are not only rare, they are not given to someone to compensate...they are used to punish defendants for actions which are similar to a crime. Having an accident that knocks off a tire is not a crime or even like a crime normally...it could be if the INTENT was to have the wheel fly off...or if the trucker, trucking company, tire manufacturer or whoever knew there was a problem and did nothing about it.
People hear about the huge punitive damage settlements and assume the law loves or is willing to enrich anyone who suffers any kind of damage for just about any reason. They are the exception, however. And not only that, but most of the time the jury award is determined to be "unreasonable" (in the law this means not based upon evidence presented at trial---it has nothing to do with the actual amount itself) by an appellate court and reduced.
