It's not an owl-cat. That's a natural response to fear for an owl. When they are relaxed, their feather's are loose and fluffy. When they are frightened, they pull in there feather's tight to try to disappear therefore giving them the cat-like apparence. If they are trying to protect themselves or their young, their feathers fluff making them looks twice as big.

It never ceases to amaze me how fucking stupid the guy who writes the content labels is. OWL CAT? WHAT THE HELL IS THAT?? I have a bird, he does the exact same thing. When he's scared, he'll stick his little neck up and pull all of his feathers in.

They also make frequent spelling mistakes, make completely stupid and uninformed comments on clips pulled FROM THE NEWS, which, if they had watched all of, they would know what was going on, and find the most mundane, mediocre things to be amazingly clever/amusing.

That's an odd fear response. Don't animals usually puff up or something of the sort when they feel threatened to make the predator think twice? I would think makin' itself look skinny says "eat me! I am small and weak and wouldn't fight!"

Ditto. The response seems to be more of a startled, "WTF was that?" reaction. Bird gets all skinny, stretches his head up to get a better look at whatever startled him.

It depends how frightened the bird is, I think. Sometimes my bird hunches down, fluffs up, and tries to bite whatever is scaring him. Sometimes he just goes apeshit and flies around the room a couple of times.

I've never seen an owl do this before, probably because owls are typically pretty phelgmatic about, well, everything.

Do you by any chance have an indian ringneck?! It sort of looks like it in your picture, and I have one.

Very nice, lol. I guess that makes France's new icon the "Owl Cat".

Man, that's why I don't like birds. I just find them weird. You wouldnt see a dog or a cat react quite like that. I dunno, birds always just gave me a weird feeling. They look all puffy but they're so light so they can fly and stuff, which I dunno freaks me out, I guess.

and if you ever grabbed one before you'd be even more freaked on how it feels.

I have a cockatiel and a lovebird. The bird in my avatar is a young ringneck parakeet, cinnamon-blue color variant. His name is Bloo. You can read more about him and my friend's other birds here:
