Upload Button Grayed Out

To reporoduce:

1. Go to the Upload Section.
2. Without filling out any of the required fields or browsing for a file, click on the Upload button. The Upload button becomes grayed out (Expected).
3. Now browse for a file and fill out the required fields.

The Upload button remains Grayed out. (Not Expected)

The same problem exists if you forget to fill out just one of the required fields like Description.
