If you have a seriously powerful pc (physx card), download Cell Factor.

Well Farcry has sexy water... but as for water physics you can experiment with, I'm not too sure.

Garrys mod for half life 2 is what comes to my mind. There isnt a lot you can do with the water, but there are really good physics and a lot of possibilities. You can also spawn npc's that can fight each other.

Only PhysX has actual water physics programming, however i don't know how much you can play with.
