Every Fighting Game Character all in one game

Now i know this isn't available to consumers but i believe someone put together a project like this for a gaming convention. anyone know what i'm speaking of? it had almost every character from any fighting game and it also included characters from non fighting games.

anyone know what i'm talking about? what its called? if it was ever made into an emulated or playable version for people like us?
