(As opposed to underwater?)
is what was on the list. the key word there is OR.
what the label was saying can be explained by this example: don't plug the cord into a socket in your house and run the lights through a crack in the front door. (we've all done it, but we shouldn't). the temperature difference can cause the cord to expand so much that it snaps, leaving you with a live wire setting fire to your house.
