The thing is, all the PC players would dominate. It's so much easier and quicker to aim with a mouse than a thumbstick.

What if there were just enough auto aim and sticky crosshairs to even things out (only when a consoler shoots at a pc user and not another consoler)? I'm pretty sure they're already doing that with cross platform online games except the auto aim works against other console users just the same. Then again you'd probably want auto aim to work against other consolers since you'd have to turn your sensitivity up very high to keep up with the turning/aiming speed of pc users. Or just make the max sensitivity the same for pc users and console users.
