It was a long time ago, but I found link on this site that would let you put someones number in and then the number you want to show up on the id. Does anyone know where I could find this at?

They are called Caller ID Spoofers and there was a site that offered the service for free, but it eventually shut down. Now there a number of sites that do it for a charge, but the prices aren't outrageous and some of the services even have additional features like recording the calls. I made a thread about a couple of such sites here...

About these 2 sites, do you think there is anyway to use this forever? Like delete cookies or change IP addresses?

Do you mean use the free call option forever? Unless there is a limit to how many times you can use it, I don't think there is anything stopping you from using it all the time. I'm not sure though, because I haven't tested it out. As for the 2 minute limit, I don't think you can bypass that limit without paying for the service.

I discovered this page a few days ago, and I've used those links about 10 times pranking my friends. So, to answer his question, no, I don't believe there is a limit to how many times they can be used.

i have used it 3 times and it says it can only be used for free three times per #.

I gotta mess about more.
