By law, he is not allowed to keep it, and he can't use it for his congressional race either. It's most likely that he will donate it to charity if he hasn't spent them all already.

He is going to use it to run ads to inform the public etc during the race. Anything left over will go to a foundation to fund future constitutional candidates.

A lady in my meetup group voted with a paper ballot. The paper ballot count is 0 in her precinct.

He did get more votes...
