Best (free if possible) Animation maker

Like the subject says, it's actually for my little brother (he's 13) and he is very good at animation, but numb when it comes to computers. Can anyone recomend a good program that I can get for him, thanks.

Yeah, or Flash 5.0. I prefer Flash 5.0 because it is a little simpler and more direct. They are almost the exact same, so just go with what download works. Also, use Kazaa Lite.
