After all the slagging of Europe this should be well received and they will meet in France none the less.... this should be good.

I think they'll approve it. NATO has been trying to establish itself in terms of international coalitions (see Bonn Conference) and taking a leading role in the security of Kabul was a big test that they passed. After proving themselves in the capital, they're now looking to expand their lead of the ISAF to the rest of the country.

In alll honesty, I think there are a couple of UN security council members who aren't too happy with some other security council members, so they're bulking up NATO to compete. An act that seems to be paying off so far.

NATO could have been involved in Afganistan back in October 2001 if the Bush administration hadn't ignored its offer to help after 9/11.
