Photoshop Favor?

Hey guys
Ok so i have a REALLY horrible computer and photoshop takes FOREVER to install and use.....so i was wondering if somebody could be kind enough to try to get this .gif and resize it to 64x64 and to 9.5 kb (yes stupid, but the retarded forum wont let anything more ;'()
