Windows XP Taskbar Help

I'm not sure what happend to my taskbar, but it now blinks orange at me. And I have troubles switching between different internet windows. I have to like click the damn window a million times for it to maximize. I also can no longer right click on the windows below. (Normally when you right click a grey dialog with the close/resize/minimize/maximize options will apper) When I right click on them, they just blink at me. Anybody know the fix to this?

Thats quite normal. A program maybe be hogging the system resources hence you having to click all the time (which won't help) or you don't have much memory? A quick search to stop me from explaining it myself produced this result:
