resizing a banner to avatar size?

I noticed img tags aren't in use here, so can someone tell
me how the resize the flag in my sig to use as an avatar?
not very pc literate

Yeah , I found that thread (shitload of threads on this mb)
now another dumb question,
can I just put one of those links in my user cp for the avi?
I don't want to use someone else's hosting space
w/o permission. Got enough pc sense to know those things
can use bandwidth and such.

my flag was made for me be a bud I haven't heard from in awhile,
