1) Type {quote=persons name here}message{/quote} .. But change { & } to [ & ]

2) You need to type a minimum of 10 characters to be allowed to post a message.. As people are incapable of making a sentence longer then 10char , then they type 10char to get over the minimum allowance need to post..
