Is there some way to break up sound files?

I have an idea for a hilarious sound file but I cannot find what I want. Some of the files (ex. Drill Sgt Hartman / FMJ yelling "Ahh!!") are on sound boards here, but I cannot find them anywhere else except as part of a larger clip. Is there some way to "dissect" larger files?

Of course. An audio editor will do the job. Try this one:

http://audacity.sourceforge.net/

Or crack Soundforge, Cool Edit, Wavelab

Alternatively send me the url to this file and I'll deal with it

Just find out the sample rate of the file and then make sure that the new file you're pasting to (I'm making the assumption that's what you're doing) has the same sample rate. In Soundforge there are options to set the sample rate upon creation of a new file but it shouldn't be too different with other apps.
